Is there no escalation procedure

At the [I-35W Bridge collapse] site, [Minneapolis Police Sgt. Tim] Hoeppner talked to construction workers who survived the fall.  They had been doing repair work but expressed concern to him that the bridge had been wobbling several days before it collapsed.

Every layer of concrede the workes removed, the bridge would wobble even more, they told Hoeppner.

Those statements astound me.  Is there no procedure for line employees to escalate their concerns to the MnDOT inspections department?  You wonder if this tragedy could have been avoided; had the workers been able to raise thier concerns to the authorites for an immediate inspection that might have closed the span before disaster struck.
