Are we done yet?

My coworker, Paul Ward, commented yesterday at lunch when we were discussing when the Title I allocations would be final:

“The process will only be final when everyone loses interest in it.”

It seems like nothing here is ever done… and sometimes people can get interested in a process years after everyone initially lost interest; even if you thought the thing was dead and buried.
